Forecasters warned that Dorian could wallop the state with “extremely dangerous” 140mph (225 kph) winds.“It could be an absolute monster,” Donald Trump said in a video address, pledging federal support for local disaster relief efforts.Florida’s governor, Ron DeSantis, declared a state of emergency for every county in the state and warned of a potential “multi-day” event, but stopped short of declaring any emergency evacuations.Emergency preparations were under way up and down the Atlantic coast, from Jacksonville in the north to Miami and the Florida Keys, as well as in Orlando and inland areas.Ominously, on Friday morning the storm had developed a distinct eye and slowed its westward progress, meaning it could spend more time over land – and do more damage.Meteorologists said Dorian could make landfall in Florida on Tuesday as a category 4 hurricane.“If it makes landfall as a category 3 or 4 hurricane, that’s a big deal,” the University of Miami hurricane researcher Brian McNoldy told the Associated Press. “A lot of people are going to be affected. Officials directed residents in the hurricane’s path to check their preparedness plan against advice on the state’s storm emergency website and to be on guard against price gouging and fraud.DeSantis announced that highway patrol cars would escort fuel trucks to expedite distribution.“We’re doing all we can on the fuel,” he said.Earlier predictions of an arrival of the storm early on the Labor Day holiday, Monday, were revised in anticipation of an early Tuesday arrival. Storm surge could be made worse by extreme tides associated with the new moon, which fell on Friday.A hurricane watch was in effect for the north-western Bahamas, with a risk of life-threatening storm surge and hurricane-force winds. Heavy rainfall and flash flooding were anticipated in all affected areas.While it was unclear where on the Florida coastline Dorian would make landfall, Trump compared the storm to the 1992 Hurricane Andrew, which likewise tore into Florida along the Atlantic coast, killing 65 and tallying $27bn in damage.“It does seem almost certain that it’s hitting dead center, and that’s not good,” Trump said. “Somebody said bigger, or at least as big as Andrew.”Trump is traveling to Camp David in Maryland, where he will monitor the storm after he canceled his planned trip to Poland this weekend.Forecasters have put Trump’s luxury resort of Mar-a-Lago in the crosshairs of the storm. Late Friday, the National Hurricane Center’s projected track showed Dorian hitting near Fort Pierce, some 70 miles north of the so-called “winter White House”, then running along the coastline as it moved north. However forecasters cautioned that the storm’s track was still highly uncertain and even a small deviation could put Dorian offshore or well inland.The major models of the storm showed it most likely deflecting up the Atlantic coast after making landfall but the risk remained, DeSantis said, that the storm could cross Florida and move into the Gulf of Mexico, to potentially grow in strength once again over relatively warm and shallow waters.“Obviously a storm that cuts across the state, crosses the Gulf and then slams the Panhandle is a bad, bad thing for us,” DeSantis said.“Not every path of the storm has the same probability but you’ve got to be prepared for that. It’s too soon to tell.”Dorian’s approach has played havoc with people’s Labor Day weekend plans. Major airlines began allowing travelers to change their reservations without a fee. The big cruise lines began rerouting their ships. Disney World and the other resorts in Orlando found themselves in the storm’s projected path.Jessica Armesto and her one-year-old daughter, Mila, had planned to have breakfast with Minnie Mouse, Donald Duck and Goofy at Disney World. Instead, Armesto decided to take shelter at her mother’s hurricane-resistant house in Miami with its kitchen full of nonperishable foods.“It felt like it was better to be safe than sorry, so we canceled our plans,” she said.

Data from Brazil's Institute of Space Research has shown the increase in fires this year is linked to a rise in deforestation, with illegal land grabbers clearing areas of virgin forest in order to sell to agribusiness firms. Under domestic and international pressure, the government is expected to launch a series of environment-related measures next week including curbs on deforestation and gold panning. Local media have warned of a new Amazon gold rush stemming from relaxed oversight and poverty. On Wednesday, Donald Trump lent his support to Mr Bolsonaro. “I have gotten to know [Mr Bolsonaro] very well during our dealings with Brazil”, Mr Trump tweeted. “He is working very hard on the Amazon fires and in all respects doing a great job for the people of Brazil.” Mr Bolsonaro thanked him, saying that the “fake news campaign built against [Brazilian] sovereignty will not work.”

The South China Morning Post first reported the ban.“Based on our intelligence, we believe certain protesters will commit acts of violence during the gathering,” Kwok said. “There’s a high chance that certain violent protesters will hijack this event.” He added that officials “have made a decision that we didn’t like to make.”Bonnie Leung, CHRF’s vice-convener, told Bloomberg News earlier in the day that the group was planning to appeal. Trump Admin Wants to Limit U.S. Citizenship for Kids Born AbroadREUTERSSome children born to U.S. service members serving abroad will no longer be considered American citizens at birth, according to a policy alert released by U.S. Citizenship and Immigration Services on Wednesday afternoon, the latest effort by the Trump administration to further restrict access to citizenship.“USCIS no longer considers children of U.S. government employees and U.S. armed forces members residing outside the United States as ‘residing in the United States’ for purposes of acquiring citizenship” under the Immigration and Naturalization Act, the alert states. Effective on Oct. 29, 2019, all non-citizen children residing abroad with U.S. citizen parents who are either employed by the U.S. government or are members of the military stationed abroad “are not considered to be residing in the United States for acquisition of citizenship.”The rule clarifies that it only affects children not entitled to U.S. citizenship by birth—meaning that if a child is born abroad on a military base to parents who were citizens at the time of its birth, the child would still be recognized as a birthright citizen (although not always). The policy would also not affect a child born to a U.S. citizen parent who has had residence in the United States before the child’s birth.But if the child’s parents only became citizens after their child was born, parents will be required to apply on their kids’ behalf before they reach age 18 in order to obtain citizenship—and will usually be required to have obtained five years’ residence in the United States beforehand. Under the new policy, their time serving the U.S. government won’t count towards that time.“The policy change explains that we will not consider children who live abroad with their parents to be residing in the United States even if their parents are U.S. government employees or U.S. service members stationed outside of the United States,” USCIS spokesperson Meredith Parker told Task & Purpose. “As a result, these children will no longer be considered to have acquired citizenship automatically.”The alert, titled “Defining ‘Residence’ in Statutory Provisions Related to Citizenship,” outlines several new interpretations of longstanding immigration laws regarding eligibility for naturalization and green card status, primarily affecting the children of U.S. citizens who have never resided in the country. But USCIS’s new interpretation of the Immigration and Nationality Act to exclude some children born abroad in U.S. military hospitals from the rights of citizenship echoes other attempts by the Trump administration to curb the flow of “immigration” to the United States through all avenues—even by those historically eligible for citizenship.Ken Cuccinelli, acting director of USCIS, has been a longtime opponent of birthright citizenship, and once called for a constitutional convention “to clarify specifically that a person born to a parent who is a U. S. citizen is also a citizen of the United States.” More recently, Cuccinelli announced that the agency would consider an immigrant’s past reliance on public benefits—from prescription drug subsidies and Medicaid to food stamps and housing vouchers—as a “heavily weighted negative factor” against those pursuing a green card or U.S. citizenship.Following public outrage upon initial reports that USCIS was denying citizenship to all children born to service members abroad, Cuccinelli released a statement clarifying that the policy “doesn't deny citizenship to the children of US gov employees or members of the military born abroad,” andBut attempts to limit access to American citizenship stretch beyond Cuccinelli’s agency. In May, The Daily Beast reported on a State Department policy that effectively de-recognizes the marriage of some parents of children born abroad via gestational surrogacy, stripping young children of American birthright citizenship even if both parents hold U.S. passports.That policy is facing multiple legal challenges—and judging by the reaction to USCIS’s military rule change, it may soon have some company.“I was born in Europe while my father was stationed there during his Army service,” said Rep. Don Beyer (D-VA). “Denying citizenship to children of the people who serve around the world to keep us safe is a heartless betrayal of our military and government workers and of American values. Now These Tech Stars Are Defending Him.Phillip FaraoneWith critics calling out another prominent academic with deep financial ties to late pedophile Jeffrey Epstein, MIT’s tech community is circling its wagons. On a new website called “wesupportjoi.org,” roughly 100 signatories expressed their support for MIT Media Lab Director Joi Ito, vouching for his “integrity” and asking him to remain in his position leading the lab in spite of his past ties to the accused sex trafficker. The statement decries how conversation around the research group has “veered into increasingly pessimistic territory,” blasting the media for “[focusing] their attention largely on this negativity.” The petition notes that the effort to back the well-loved tech figure as he’s come under fire is “grassroots” and unofficial. Most of the petition’s signatures belong to current and former MIT Media Lab members, including researchers and academics from the broader MIT community. Prominent names on the petition include long-shot 2016 presidential candidate and Daily Beast contributor Lawrence Lessig, Whole Earth Catalog creator and tech icon Stewart Brand, managing partner of MIT Media Lab’s venture fund Habib Haddad, MIT Media Lab founder Nicholas Negroponte, LittleBits founder and CEO Ayah Bdeir, and Harvard genetics professor George Church. Church previously apologized for his own connections to Epstein, chalking the relationship up to “nerd tunnel vision.”The petition includes 11 supporters who signed anonymously and declined to provide their names in support of Ito.“We are here for you, we support you, we will forever be grateful for your impact on our lives—and we look forward to many more years of debate, growth, and learning,” the petition states. “Please do not step aside.” In an Aug.15 letter, Ito apologized for accepting funding from Epstein, who donated to the prominent research center through his connection with Ito. The pair met at a conference in 2013, and grew close enough over the years that Ito visited “several” of Epstein’s now-infamous homes. Ito also admitted that he accepted money from Epstein for personal funds which he leveraged to invest in tech startups. What Happened to the Migrant Baby CBP Called a ‘Potential Death’?Loren Elliott/ReutersFour days ago, U.S. Customs and Border Protection released a stunning announcement notifying the public of the “potential death in custody” of a 6-month-old baby girl.Since then, the agency tasked with enforcing immigration laws on the U.S. border hasn’t released a single word about the infant’s condition, location, or custodial status—a silence that immigration advocates and lawmakers consider deafening.“Six-month-old children are innocent babies, and our government needs to treat them as such,” Sen. Jeff Merkley (D-OR) told The Daily Beast. “While we have few details about this particular case, we should do everything possible to provide extensive medical assistance when needed so that no child dies at the border or in our custody.”Others warned that the agency’s initial statement was indicative of broader mismanagement of the crisis at the nation’s southern border—or, even worse, amounted to a maladroit attempt to get out in front of yet another in-custody death of a migrant child.“It's really a symptom of the main issue, which is just persistent mismanagement of the border, resulting in more and more deaths,” said Ursela Ojeda, a policy adviser with the Women’s Refugee Commission’s migrant rights and justice program. “I’m quite worried that the agency that’s making this sort of press release is also in charge of the health and safety of migrant children and families.”According to the agency’s first release, published on Saturday morning, the unnamed infant was detained by CBP shortly after she and her father crossed the Rio Grande into Texas alongside a group of 21 migrants in the early morning hours on Thursday. Eight hours later, medical staff at the agency’s central processing center assessed that she needed medical care, and the girl was transported to Edinburg Regional Children’s Hospital in Edinburg, Texas.There, doctors determined that the girl needed to be medevaced to Driscoll Children’s Hospital in Corpus Christi. With no more room in the medical helicopter, her father was transported to Driscoll by vehicle, a two-and-a-half-hour drive.“Our thoughts and prayers are with the young girl and her father during this difficult time,” CBP stated.Since that announcement—hastily re-titled “CBP Statement on Hospitalization of Child in CBP Custody” after confusion over whether the infant had already died—the law enforcement agency tasked with patrolling the nation’s border has remained almost entirely silent on the girl’s condition.Federal Inspectors Release Photos to Blast DHS for ‘Dangerous’ Overcrowding at Border FacilitiesWhen contacted for an update on Tuesday morning, an officer with CBP’s Rio Grande Valley Sector public affairs office said that he was “not allowed to speak on that right now.” Another CBP public affairs officer promised that an update would come “soon,” but could provide no timeline or details. Jason Marton, communications manager for Driscoll Children’s Hospital, told The Daily Beast on Tuesday that he could not comment on the child’s case without her full name and birthdate, which CBP, citing confidentiality rules, did not release.“Isn’t it horrible?” Ojeda asked, referring to CBP’s initial decision to describe the girl’s illness as a “potential death.” Immigration agencies are required by law to inform Congress and the public of in-custody deaths as a condition of their federal funding, but in the eyes of immigrant-rights advocates, CBP’s release came across as trying to get ahead of a story.“It just feels so crass,” Ojeda said.The only other public statement regarding the girl’s condition came from Mark Morgan, acting CBP commissioner, who told Fox & Friends host Griff Jenkins that while the case “truly is tragic,” it served as proof that the Trump administration’s plans to indefinitely detain migrant families are critical to dissuading people from attempting to enter the United States to begin with.“This new Flores regulation that was just published on Friday, that we hope takes effect in 60 days, is so critical to stop this flow, to stop people from risking their lives,” Morgan said on Saturday, referring to President Donald Trump’s proposed termination of the Flores Settlement Agreement, which guarantees standards of care for undocumented minors in government custody. Under the proposed regulation—which already faces a legal challenge filed by 19 states and the District of Columbia—the government would be allowed to hold undocumented families in detention indefinitely.“We want to stem the flow—we want to stop people from risking their lives,” Morgan said, emphasizing that the long-term detention camps will feature “a high degree of care for the families, specifically kids.”But advocates, legal experts and lawmakers told The Daily Beast that the infant girl’s “potential death,” in CBP’s terms, is just further evidence that no length of detention is safe for children, particularly a baby.“It’s incredibly sad,” said Megan McKenna, senior director of communications and community engagement at Kids In Need of Defense, a legal non-profit that advocates for unaccompanied children in the immigration system. Jakelin Caal Maquin, 7 years old, died of a streptococcal sepsis infection in December 2018 after she was given a clean bill of health by CBP at the border. She spent 90 minutes vomiting on a bus ride before she was attended to by a physician. Felipe Gómez Alonzo, 8, died on Christmas morning of the flu complicated by a staph bacteria infection that led to sepsis after he was diagnosed with a common cold and not tested for influenza. Juan DeLeon Gutierrez, 16, fell ill at an Office of Refugee Resettlement shelter in May. No autopsy was performed. Wilmer Ramírez Vásquez, 2, had multiple intestinal and respiratory infectious diseases, including influenza, intestinal parasites, and E. coli when he died in May. Six days later, Carlos Hernández Vásquez, 16, also died of the flu, complicated by pneumonia and sepsis, after he was left alone for four hours in a Border Patrol detention cell with a 103-degree fever.“The news that another child has been hospitalized should give everyone great concern,” Merkley said. “Until the Trump administration stops using migrant children as pawns in their deterrence strategy, I fear we will continue to see tragedy unfold at our borders.”Read more at The Daily Beast.Got a tip? No More Democrats Qualify for Presidential Debate in New Poll(Bloomberg) -- The next debates for the Democratic presidential nomination may be limited to 10 candidates, with half the pack apparently failing to achieve the qualifying milestones, according to the latest sanctioned polls released Wednesday.A Quinnipiac University survey found that former Vice President Joe Biden leads the pack with 32% support among Democratic and Democratic-leaning voters. Biden is followed by Senators Elizabeth Warren at 19%, Bernie Sanders at 15%, and Kamala Harris at 7%. South Bend, Indiana, Mayor Pete Buttigieg got 5% and entrepreneur Andrew Yang received 3%, but no other candidate exceeded 1%.A USA Today/Suffolk University Poll released Wednesday found similar results, with Biden retaining a wide lead at 32%, Warren at 14% and Sanders with 12%. Only three other candidates scored above 2% in this poll: Buttigieg, Harris and Yang. Former Texas Congressman Beto O’Rourke and New Jersey Senator Cory Booker were both at 2%.The polls, which on the list sanctioned by the Democratic National Committee, appear unlikely to help any other candidates qualify for the next round of debates in Houston in September.It represented one of the final chances for candidates to make the cut by Wednesday’s deadline: qualifying candidates at least need 130,000 donors and to register at least 2% support in four qualifying polls.About half of the current field has yet to qualify, even accounting for the three recent dropouts: John Hickenlooper, Jay Inslee and Seth Moulton.
